Patna: In a major step towards modernising land registration services, the Bihar government has launched a doorstep property registration facility for citizens aged 75 years and above, allowing them to complete the entire registration process from the comfort of their homes.

The initiative, named “Sabka Samman, Jeevan Aasan” (Respect for All, Easy Living), is designed to make property registration more accessible for elderly citizens while reducing dependence on brokers who have long dominated registry offices.

The service was inaugurated at the Hajipur registration office and is currently operational in 10 registration offices, including Patna and Hajipur, with plans for a phased statewide expansion.

How the Service Works
Eligible senior citizens must first book an appointment through the state’s official e-registration portal. After age verification, a Mobile Registration Unit visits the applicant’s residence with internet-enabled laptops, biometric scanners, webcams and digital signature devices.

Officials verify the property documents, complete biometric authentication and process the registration on the spot. Once the process is completed, the registered property deed is instantly delivered as a secure PDF to the applicant’s registered mobile number via SMS.

Government Targets Broker Network
Officials say the initiative is aimed at dismantling the long-standing influence of middlemen in Bihar’s land registration system. Traditionally, mandatory physical appearances at registration offices made elderly citizens particularly vulnerable to brokers, who often demanded unofficial payments and delayed registrations.

According to government officials, the new digital system eliminates these opportunities by shifting the registration process directly to the applicant’s home. Real-time biometric verification also reduces the risk of impersonation and fraudulent property transactions.

Transparent and Digital Process
The e-registration platform automatically calculates registration charges, generates e-challans and e-stamps, and digitises the entire process, leaving little scope for unofficial charges or manipulation of property valuations.

The Bihar government believes the technology-driven reform will not only make property registration more convenient for senior citizens but also improve transparency, curb corruption and boost government revenue by reducing leakages in the registration system.
