No More Paying for Unwanted Data ?

New Delhi : A major change is coming to the way mobile users choose and renew their recharge plans. The Telecom Regulatory Authority of India (TRAI) has issued its 13th amendment to the Telecom Consumers Protection Regulations, introducing new provisions aimed at giving consumers more flexibility in choosing voice, SMS and data services.

Under the revised framework, telecom operators will have to offer multiple Special Tariff Vouchers (STVs) with validity periods of 30 days or less, while also providing voice-and-SMS-only options for consumers who do not need mobile data.

This means users who primarily make calls or send SMSes may be able to choose plans without paying for bundled data they do not use. One of the key changes concerns monthly-style recharge options: telecom providers will be required to offer a voucher that can be renewed on the same date every month, instead of relying only on conventional 28-day validity cycles. If a renewal date falls on the 31st and the following month does not have a 31st day, the last day of that month will be treated as the renewal date.

The move is significant because the familiar 28-day recharge cycle has previously attracted public debate, with Rajya Sabha MP Raghav Chadha raising the issue in Parliament and questioning why a plan described as “monthly” should run for only 28 days.

The latest TRAI framework, however, does not mean that every mobile recharge plan will automatically become cheaper; rather, the stated objective is to expand tariff choices and make plans more closely aligned with different consumer requirements. TRAI had earlier sought stakeholder and consumer feedback on proposals for shorter-validity voice and SMS vouchers, following its previous changes that enabled voice-and-SMS-only plans.

The new provisions could therefore give non-data users more choices while also bringing greater clarity to monthly recharge renewals. For millions of mobile subscribers, the biggest question now is how telecom companies such as Jio, Airtel and BSNL will restructure their plans to comply with the new requirements and whether the expanded choices will eventually translate into meaningful savings for consumers.
