New Delhi : Recent reports from Indian intelligence agencies have once again highlighted significant threats regarding the terror ecosystem flourishing across the border. According to information emerging from the Intelligence Bureau, the banned terrorist organization Lashkar-e-Taiba is systematically expanding its footprint across Pakistan.

Pakistan’s Sindh province has become a primary area of ​​concern for security agencies; within just the last year, the terrorist organization has constructed seven new markaz (centers) and mosques there.

Perhaps the most alarming aspect of this intelligence report is that the Pakistani establishment itself is directly providing substantial financial aid for these suspicious constructions and terror-related facilities.

In addition to funds from the state exchequer, Lashkar has launched a massive global fundraising campaign under the guise of charity, amassing crores of rupees in funding from abroad.

A senior Intelligence Bureau official stated that the rapid establishment of these bases on such a large scale is concrete evidence that Lashkar-e-Taiba is executing a major, lethal expansionist plan—one that could pose a serious challenge to regional security in the near future.

Top commanders of the organization travel across various parts of Pakistan in heavily secured convoys. Senior Lashkar-e-Taiba leaders such as Saifullah Kasuri, Talha Hafiz Saeed, and Nadeem Faisal are spearheading this initiative.

The official noted that they visit multiple locations to hold meetings with Lashkar-e-Taiba operatives. These centers and mosques have been established primarily to recruit youth, raise funds, and plan mobilization activities. These facilities also serve as contact points for Lashkar-e-Taiba. Having suffered heavy losses during ‘Operation Sindoor,’ the organization is now racing to rebuild itself.

One of Lashkar’s largest training facilities, located in Muridke, was destroyed during the operation launched to avenge the terror attack in Pahalgam, Jammu and Kashmir. Although the organization is currently focusing on the Sindh province, such outreach and expansion programs will eventually be extended to all other parts of Pakistan.

An official stated that Lashkar-e-Taiba is extensively utilizing its political and politically affiliated organizations for these programs. These groups are being put at the forefront to lend legitimacy to such activities.

The official further noted that Lashkar-e-Taiba is deploying its cadres to election rallies and large public events, enabling them to mingle with the general public and propagate their agenda.

Additionally, the terrorist organization has been holding meetings with various political parties and their leaders over the past few months. Its primary objective is to enter the mainstream and establish legitimacy. This helps them maintain a mainstream presence and, crucially, evade international scrutiny—particularly from the Financial Action Task Force (FATF).

Another official revealed that all of this is taking place with the blessings of the Pakistani establishment. The convoys used by figures such as Talha Saeed or Kasuri are escorted by police personnel. This makes it evident that the ISI has directed the police force to facilitate the movement of these internationally designated terrorists.

Officials state that while such programs are being conducted to legitimize Lashkar-e-Taiba, its terrorist activities continue unabated. There is a massive concentration of terrorists in Pakistan-occupied Kashmir, and they are actively plotting to infiltrate Jammu and Kashmir alongside operatives from Jaish-e-Mohammed and Hizbul Mujahideen. The official stated that Lashkar-e-Taiba is establishing contact with its associates in Jammu and Kashmir and advising them to conduct similar outreach programs. These operatives have also been instructed to mingle with the political class to avoid coming under the scanner of investigative agencies.

The official warned that such outreach programs in Jammu and Kashmir are a cause for concern from a security perspective. The objective is to recruit new individuals and draw the youth into terrorist activities.
