New Delhi : BRICS nations have strongly condemned terrorism in all its forms and manifestations regardless of its motivation, location or perpetrators, reaffirming their commitment to combating the global threat through concerted international action.

In the BRICS New Delhi Declaration the member states condemned the April 22, 2025, terrorist attack in Pahalgam Jammu and Kashmir in which 26 people were killed and several others injured. The attack had triggered widespread international condemnation and renewed calls for stronger action against terrorism.

The declaration reaffirmed the bloc’s commitment to combating cross border terrorism, terrorism financing and safe havens while stressing that terrorism must not be associated with any religion, nationality, civilisation or ethnic group.

The BRICS countries called for zero tolerance towards terrorism and stressed the need to ensure accountability for all those involved in terrorist activities.

They also called for concerted international action against all terrorists and terrorist entities designated by the United Nations.

The declaration further underlined the importance of strengthening multilateral cooperation to prevent terrorism and disrupt networks involved in its financing, planning and execution.

BRICS also called for the early finalisation and adoption of the Comprehensive Convention on International Terrorism (CCIT) under the United Nations framework, a long standing proposal aimed at creating a comprehensive international legal framework to combat terrorism.

The strong reference to the Pahalgam attack and the call for action against cross-border terrorism underscore the bloc’s emphasis on collective international efforts to address terrorism and hold perpetrators and their supporters accountable.
